The mission of the Moscow Affordable Housing Trust is to create and preserve safe, inclusive, and affordable housing opportunities in keeping with the character of the community.

Moscow Affordable Housing Trust works with people whose household income is between 50% and 80% of the Area Median Income (AMI), an amount that varies with household size. See the Buyer Information page for more details on what the HOME program offers.


Finally Home!® Courses 


Moscow Affordable Housing Trust will offering the Finally Home!® homebuyer course in Moscow and Lewiston.



This course is open to anyone regardless of income qualifications. It uses Idaho-specific examples, but similar concepts exist in Washington law and this introduction to the home buying process will be useful.

Next Houses

Currently in the process of an acquisition-rehab project at 727 Public Ave in Moscow. This is a 3 bed 1 bath house. Anticipated completion and sale, Fall 2018. 

The Moscow Affordable Housing Trust is working on securing land to build three townhouse. Each will be 3bed/ 1.5 bath. We hope that these are our first Community Land Trust hoses, the target price for the improvements is $170-175,000.

We are interested in learning about potential opportunities, which might include specific properties in Moscow, financial resources, other professionals who can help us, or referrals of prospective buyers.


For acquisition-rehabilitation of existing houses they must meet the following criteria:

  • 1978 or newer (lead paint issue)
  • No floodplain
  • Must need some repairs
  • Product must end with a FMV affordable to our buyers

For new construction, land within Moscow that is suitable for single family, twin homes or townhouses is desired.
