A Community Land Trust (CLT) is a mechanism to create permanent affordability.

The CLT creates permanent affordability by owning the land and only selling the improvements (the house). A Ground Lease is provided to the owner of the house at a nominal cost.
As a result, the price of the house is reduced by the value of the land, which in Moscow could be $40,000 or more.
When houses sell the sales price is goverened by a resale formula, so that the value of the land is not rolled into the sale, and therefore the house remains affordable.
