Moscow Affordable Housing Trust is seeking bids to construct underground utilities and a retaining wall for a small development on E. Palouse River Drive at Nursery St in SE Moscow.

Site Location

The site is in SE Moscow, ID, near the intersection of E. Palouse River Dr. and Nursery St.


The project has 2 components, you may bid on either one or both. MAHT reserves the right to choose the most suitable bids based on cost, timing to start and proposed retaining wall materials.


Use your own bidding format. Bids should clearly state (if being bid)

  1. Cost for

a. Component 1: Underground Utilities and/or

b. Component 2: Retaining wall

  1. Earliest estimated start date

  2. Proposed material for retaining wall

  3. Email address for communication


COMPONENTS (see diagram below)

  1. Underground utilities.

a. Tap water main in E. Palouse River Drive and bring water to 6 meters in a water meter vault in the tree lawn on the north side of Palouse River Drive

b. Bring water from the meters north up the hill and distribute lines to 6 house sites

i. Bring one line to a house under construction (442 E Palouse River Dr)

ii. Stub 4 lines into the general area of the future foundations

iii. Install a frost free hydrant on the 6th line (412 E Palouse River Dr)

c. Bring other utilities to house under construction (442 E Palouse River Dr)

i. Extend de-energized Avista conduit to new location for Avista pedestal

ii. Extend Sanitary and Storm sewers from existing stubs to house under construction

iii. Bring conduit for cable & phone from current stubs to house under construction

d. Bring other utilities to future house site (330 E Palouse River Dr)

i. Extend Sanitary and Storm sewers from existing stubs to vicinity of foundation

ii. Extend de-energized Avista conduit to new location for Avista pedestal

iii. Bring conduit for cable & phone from current stubs to new pedestal location adjacent to Avista

(Note: Utility service will not be extended to 412, 418, 424, and 436 in this project)

  1. Retaining Wall

a. Construct a 4 foot tall retaining wall for approximately 150 feet along the southern property boundary of 6 lots. (Boulder preferred, other materials possible)

b. Provide drain tile and gravel fill

c. Backfill behind wall with material stockpiled on site.

d. Finish grade with topsoil stockpiled on site
